A satellite constellation formation system includes a propulsion device in which each satellite of an orbital satellite group changes the speed of each satellite of the orbital satellite group. The satellite constellation forming unit operates the propulsion devices of each satellite of the orbital satellite group synchronously for each orbital plane of a plurality of orbital planes. The satellite constellation forming unit stops the acceleration of each satellite in the orbital satellite group of one of the multiple orbital planes after the first hour of acceleration, and the altitude of each satellite is based on the atmospheric resistance. After returning to the altitude of, the atmospheric resistance utilization acceleration / deceleration process is performed by repeating the operation of increasing the speed for the first hour. In addition, the satellite constellation forming unit performs acceleration / deceleration processing for one orbital plane for each satellite of the orbital satellite group adjacent to the one orbital plane after a delay of two hours from the time when the acceleration / deceleration processing is started.
