PROBLEM TO BE SOLVED: To provide a small hydrogen generation unit, a hydrogen utilization device using the hydrogen generation unit, a hydrogen generation method, and a recycling method. A hydrogen generation unit 5 generates hydrogen and carbon dioxide by a reforming reaction of formic acid in the presence of a catalyst, and has a formic acid storage tank 51 containing a formic acid aqueous solution and a catalyst containing the catalyst aqueous solution.
