The present invention relates to a method for producing cationic starch and to cationic starch prepared thereby, and more particularly, by mixing the starch with an alkaline substance and a cationic agent in a dry form and reacting while aging, the production time is reduced compared to the conventional wet process. The present invention relates to a method for producing a cationic starch that can shorten and increase the degree of positive substitution of starch, as well as simplify the process, and to the cationic starch produced thereby.
