A pedestrian protection device may include: an active sensor trained to detect an object in front of the vehicle; a passive sensor trained to detect a collision of the vehicle; a storage unit trained to store a collision threshold; adjusted according to the passive sensor and subject to be protected; a protective module control unit trained to operate a protective module to protect the subject to be protected in the event of a collision with the vehicle; and a control unit trained to do so;identify the subject to be protected on the basis of the detection result of the active sensor, adjust the collision threshold according to the subject to be protected, compare the detection result of the passive sensor with the collision threshold, and operate the protection module control unit.
