PROBLEM TO BE SOLVED: To provide a blinking degree measuring device with which whether or not a light source blinks can be determined, and a blinking degree measuring method, a blinking degree measurement, and a storage medium.;SOLUTION: A blinking degree measuring device photographs a light source 200 or an object to be photographed including a high luminance part at a periphery of the light source a plurality of times with a camera 2 at predetermined exposure time with a time interval.
