A VR human-computer interaction and external environment simulator and a simulation method. The simulator comprises a base (1), a bottom rotating base (2), an outer ring (3), an inner ring (4), a seat (5), and a controller. The inner ring (4) is rotatably fitted into the outer ring (3); the inner ring (4) is connected with an inner ring driving motor which is used for driving the inner ring (4) to rotate in an X-Z plane; the seat (5) is fixedly mounted inside the inner ring (4); the controller is separately connected with a bottom rotating motor (13), a hydraulic pump, an outer ring driving motor (14), and the inner ring driving motor, wherein an X axis and a Z axis form a horizontal plane; a Z axis is an axis which is perpendicular to the horizontal plane. The present invention has the following advantages: a participant can control himself/herself within the maximum range, and his/her perception in a real environment can be achieved by means of the motion trajectory of the simulator; practicability and safety are provided, and the real experience of the participant is also improved.
