A hydropower turbine comprises first and second supports 12 with first and second helical rotors 14 extending therebetween and rotatably mounted thereto. A plurality of fins 16 extend perpendicularly between the rotors 14 and are attached to the rotors by joints 14A, 14B, 16A. Each fin 16 comprises opposite first and second impingement surfaces. The fins are rotatably attached at the joints to each rotate about their own axis of rotation transverse to the rotor axes between first and second positions in which the first and second impingement surfaces are respectively arranged to contact a flow of water to drive rotation of the first and second rotors. The joints 14A, 14B, 16A are configured such that rotation of the rotors causes oscillation of the fins 16 between their positions, such that water flow causes rotation of the helical rotors 14. The rotor rotation drives an energy output from the device.
