A T cell activation inhibitor comprising as an active ingredient a substance that inhibits RGM such as an anti-RGM neutralizing antibody is provided. This T cell activation inhibitor is useful as a pharmaceutical composition for preventing or treating autoimmune diseases such as multiple sclerosis or other diseases caused by T cell activation. Further, by bringing the test substance into contact with the RGM and selecting a test substance that reduces the activity level of the RGM, a substance that inhibits T cell activation can be screened.
