The present invention provides a carbon-based material having a Raman peak intensity ratio I D /I G of 0.05 to 0.13 as a catalyst used for chlorination of methane under oxygen-free conditions. The catalyst according to the present invention has a high conversion rate of methane and chlorine, and in particular, the conversion rate of chlorine is very high compared to the existing catalyst, and the conversion to carbon tetrachloride is low.
