A cooling mouthpiece rod and a low-temperature cigarette having the cooling mouthpiece rod. The cooling mouthpiece rod comprises: a first hollow rod (1), internally being provided with a first through-hole for vapor passing therethrough, and a first end of the first hollow rod (1) being used for connecting a tobacco shreds segment; a mixed filament rod (2), comprising basic filaments used for filtering harmful components in vapor and doped filaments doped with the basic filaments and used for heat storage and cooling, the phase transition temperature of the basic filaments being greater than the phase transition temperature of the doped filaments, and a first end of the mixed filament rod (2) being connected to a second end of the first hollow rod (1); and a second hollow rod (3), internally being provided with a second through-hole for vapor passing therethrough, a first end of the second hollow rod (3) being connected to a second end of the mixed filament rod (2), and vapor flowing into a user's mouth through a second end of the second hollow rod (3). The low-temperature cigarette comprises a cooling mouthpiece rod and a tobacco shreds segment connected to the cooling mouthpiece rod. The cooling mouthpiece rod can effectively cool the vapor.
