PROBLEM TO BE SOLVED: To form a curable composition having a low dielectric constant and dielectric loss tangent, excellent heat resistance, elongation and tensile strength, and excellent film forming property, and curing of the curable composition. To provide a product and a method for forming an insulating film using the curable composition. A curable composition is blended with a maleimide-modified compound (A), a radical generator (C), and a thiol compound (D). The curable composition preferably contains a photoradical generator (C1) as the radical generator (C). Further, the curable composition preferably contains a protonic acid (E).
