The number plate is bored with fitting holes for the rivets to line up with larger diameter holes in the backing plate. Prior to fitting the rivets the number plate securing holes are burred over to sit with flanges inside the larger holes in the backing plate. The rivets are then fitted. The construction reinforces the rivets in that the numberplate is still held securely on the backing plate if the rivet heads are abraded away, or sheared off. The numberplate is then difficult to remove and relatively soft rivets can be used.
