The foundation is of reinforced concrete and the sealing layer is a composite based on a central foil of plastic, elastic or elasto-plastic material sandwiched between two sheets of non-woven wires or fibres of synthetic materials. Specifically, the non-woven material is based on filaments of polyester and the middle foil is of polyisobutylene, PVC, butyl, chlorosulphided polyethylene chloroprene, polymerized bitumen etc. Sealing foil protected from perforation by stones in aggregate etc. Also protected from tearing by relative thermal expansion.
