The tool has a small rounded arm (2) forming the blade stop. The cutting blade (3) pivots freely around its fixed pin (4). An energy storing spring (7) is fixed to the blade and lower end of the sleeve (10) which takes the shaft. The operating cable is also fixed to the blade and passes through a pulley on the end of arm (13). It is then attached to a runner travelling inside control lever. When the operator moves the handle down, the blade opens against the spring and the runner travels to the end of layer (17). When the handle is moved upwards after the horizontal position has been reached, the roller then moves quickly to the other end of the handle and the blade snaps shut under the influence of spring (7), cutting the branch with very little effort on the part of the operator.
