As shown, a paper web 1 passes, from a supply roll 2, between rolls 3, 5 and is moistened with a liquid 4, e.g. water, alcohol or acetone. As in the parent Specification 1340942 the web 1 is longitudinally stretched by rolls 6, 7 and transversely stretched and longitudinally grooved by rolls 8, 9, 10 and is then fed to a cording machine to make filter plugs. A motor 50 drives, via a gear 51 and a chain 52, a pulley 45 of a conveyor belt 46 of the cording machine. A tension gauge 56 on the stretched paper web 40 controls the driving chain 54 of an adjustable speed adjusting gear 53. The chain 54 drives a driving chain 57 for the rollers 8, 9, 10 and a chain 58 which drives an adjustable speed adjusting gear 59 which controls the speed of a chain 60 driving the rolls 6, 7 and the speed of a chain 61 driving an adjustable speed adjusting gear 62 controlling the speed of a chain 63 driving the roll 3.
