The oxygen is preferably stored in liquid form on a barge, and is vapourized by passing it through an air heat exchanger, before passing through a control valve to a diffuser under the water, from which it escapes into the water. The flow rate is controlled in response to signals from an underwater sensor which may detent conductivity, pH, and the presence of various chemicals. A further detector near the surface senses the oxygen content of the oxygenated water, and operates an override control to prevent free oxygen escaping to the atmosphere. The underwater sensor may also control the operation of an ozone generator or the injection of catalysts or oxidation agents.
