A plastic sheet is moulded with a die (2) and a composite plastic aluminium sheet is moulded with a die (4) being fixed on a reciprocating means. Die (2) is located between a fixed tool and die (4) and die (2) has a large number of cavities for forming cavities on the plastic sheet. Die (4) has similarly cavities for forming cavities on the composite plastic aluminium sheet (3). Drug tablets are placed in the cavities then the sheets are sealed together.
