PURPOSE:To simplify management of cutting tools, management of spares, etc., and to heighten economical efficiency, by a mechanism wherein the titled cutter is formed so that movable blade and a fixed blade for cutting a special-form steel material are provided with interchangeability. CONSTITUTION:With cutting clearance S1 made up among movable edges B, C and a fixed edge B', clearances of S1/2 are built up in shapes that are equally distributed to both of the movable edge side and the fixed edge side centering around contact surfaces of holders 1, 2, and the clearance S1 (approximate 15% of the thickness of plate to be cut) with fixed dimensions is formed by the both clearances. The thickness of the movable edges B, C and the fixed edge B' is made equal. Each clearance among a web portion of a body W to be worked and the edges B, B' is equalized. The thickness, height, locations of cutting blades, etc. of both the movable one and the fixed one are made identical every each pair, and these blader have interchangeability.
