And, the low concentration solution 12 is brought close to the warm water from the flat board-shaped solar water warmer 11 through the heat transmission wall 13 and the medium concentration solution 15 is made by evaporating the moisture as the steam 14 and next, the first high concentration solution 18 is made by passing said solution 15 through the first heat transmission tube 16 and evaporating the moisture as the steam 17. Hereafter, said solution 18 is concentrated successively and the concentrated solution is contained in the highly concentrated solution vessel 36 as the third highly concentrated solution 33 and then, the steam 14, 17, etc., are introduced into the condenser 23 by the low pressure tube 22.
