PROBLEM TO BE SOLVED: To simplify a control system of a driving device and to save energy of a light condensing device.SOLUTION: Optical axis vectors indicating the direction of the optical axis Ao of a mirror structure 31 which directs light from the sun Ps to a light collecting position Pc at a plurality of times for each of the plurality of times in a prescribed day are obtained. A cone C having a generatrix along which direction line segments of the optical vectors for each of the plurality of times extend is subsequently determined, and a cone central axis vector Va indicating the direction of the central axis of the cone C is obtained. A first rotational axis A1 of a light condensing device is set so as to be parallel with the cone central axis vector Va.
