A process for producing high permeability electromagnetic silicon steel having a cube-on-edge orientation. The process includes the steps of: preparing a melt of silicon steel containing from 2.5 to 4.0% silicon; casting; hot rolling; cold rolling; decarburizing; applying a refractory oxide base coating; and final texture annealing. The refractory oxide base coating is applied by electrolyzing an aqueous solution having as a major constituent at least one water soluble salt of calcium, magnesium, manganese or aluminium and as a minor constituent boron, with the steel being arranged as the cathode in the solution; by removing the thus coated steel from the solution; and by heating the coated steel at an elevated temperature.
