Filament is loosely wound in an annular channel, outer wall of the channel forming the perimeter wall of a shallow circular can. The can has a tightly fitting lid. The annular channel in a circular can is fitted with increased height walls during coiling of the fibre into the can. The fibre is fed over a wheel and guided by a band during coiling. One can is rotated by the wheel drive. In an alternative embodiment, the driven feed wheel also drives a fibre-guiding flyer which rotates to feed the fibre into the can. Optical fibre or wire is wound in a tensionless package in the can and optical losses are thus reduced. The fibre can be optically tested in the tensionless state in the can and can be easily unwound. up to 5km fibre is coiled in the can.
