The device comprises a ring interferometer. This ring interferometer has a ring-shaped waveguide (2), in which two radiant-energy waves circulate in opposite directions, means (M, M') for separating and mixing these waves and means (D, D') for detecting the interference of these waves which are sensitive to their phase difference. These radiant-energy waves pass through the fluid flow, the characteristics of movement of which at an angle (-) different from pi /2 are to be ascertained. The invention is used for measuring the flow of a fluid. IMAGE
