A head 21 is provided at a position facing the bulb 101 in such a way that it moves together with the bulb holders 20, 20. The head 21 is constructed so as to perform a sealing, evacuating, butting, filament lighting, gas replacing, and inert gas filling and tipping functions at their respective work positions.
