PURPOSE:To recover sulfur economically by utilizing a waste material by converting a regenerated adsorbent and powdery coal separated from a dust collecting apparatus to a reductive gas such as H2, CO or the like by an aqueous gas reaction to use the same as a reducing agent of SO2. CONSTITUTION:Powdery coal in the exhaust gas after desulfurization in a fluidizing layer adsorbing tower 1 is collected by a dust collecting apparatus 15. On the other hand, the SO2 gas desorbed in the heating part 4a of a desorbing tower 4 is sent to a reducing tower 9 from a pipe passage 8. In a separator 11, from the adsorbent regenerated and cooled in the cooling part 4b thereof, powdery coal and dust separated from the exhaust gas G in the adsorbing tower 1 are separated to be introduced into a pipe passage 12 and, after combined with the powdery coal from the dust collecting apparatus 15 in a mixer 13, sent to a gasifying tower 14. The powdery coal and steam 17 are subjected to aqueous gas reaction to produce a reductive gas such as H2, CO or the like.
