PURPOSE:To effectively prevent sedimentation of a coal particle, by detecting sedimentation of the coal particle by means of variation in electrical resistance of a coal slurry and ejecting water stream when at least a predetermined amt. of the coal particle is settled. CONSTITUTION:Pulverized coal slurry 9 introduced into a granulating vessel 1 is granulated with agitation by a stirring blade 2 after a binder 10 is added.
