The object of the invention is to show a device of the type in question with which turbulence is produced in an exceptionally simple manner in a pipe to which a laminar fluid is admitted. This object is achieved according to the invention in that the device has the function of a turbine rotor. The rotor conveniently consists of a ring with blades set facing the direction of flow of the fluid. The ring is advantageously designed as a split ring. In a particular embodiment of the device according to the invention, the blades are of planar design. The ring is advantageously mounted with clearance in a groove of the pipe.
