The arrangement has an evaporation chamber which contains a phase equilibrium of water and steam. A heat pump, with its evaporator receiving energy from a cold source, combines with the heat dissipated by the heat pump motor, to reheat the water in the evaporation chamber. The operation is controlled by a regulator having a circuit which compares set and actual water temps. and switches the heat pump motor when the reference temp. is exceeded. High and low water sensors control the opening of a water supply valve to the evaporation chamber. An electric immersion heater is included to heat the water initially from cold to establish the operating cycle.
