A new chemical complex of high energy content which can be used as rocket fuel is proposed, which consists of metastable helium bound to ammonia, the electron being captured by the ammonia so that the metastable state is stabilised. Also proposed is a method of producing this HemNH3 complex, which contains the following steps: excitation of the helium to produce metastable helium; stabilising of the metastable helium in the presence of NH3 to form the complex; collection or condensation of the product.
