PURPOSE:To reduce the BOD and COD of fresh water and brackish water areas through anaerobic treatment of bottom sludge by sealing the sludge with cement, and sampling the polluting materials blown up through the crazing parts thereof with a funnel-like gas sampling tube. CONSTITUTION:A sand layer is formed, according to need, on the sludge layer 1 of a water layer 2 of fresh water or brackish water area, etc., after which underwater setting cement is lined by falling and settling. Further, if necessary, a film 3 is made and crazings 4 are produced by roll finishing, and a funnel- shaped gas sampling tube arriving up at the atmospheric air on the water surface is put on the crazings 4. By the effect of the sealing of the layer 1, the dissolved oxygen of the water layer 2 no longer arrives at the sludge layer 1, and anaerobic bacteria propagate and this initiates methane fermentation.
