PURPOSE:A fish-luring agent consisting of a water-containing gel having an amino acid substance, capable of continuing improved fish-luring effect of a long period, raising fishing ratio, capable of preventing pollution of river, etc., by putting it in a container having a transparent part, hanging it in the water. CONSTITUTION:For example, (A) an amino acid substance is made into an aqueous solution, (B) a water-containing gel-forming resin (e.g., crosslinked polymer of polyacrylic acid-sodium polyacrylate, etc.) is added to the aqueous solution, which is gelatinized, to give a fish-luring agent consisting of water-containing gel. The fish-luring agent is put in a container (e.g., a container of bag of vinyl chloride resin having the small holes 2 on the cover 3), to give a fish- luring tool.
