PURPOSE:To prevent failure by the leakage of cement mortar by a method in which the friction cut spaces are sealed up by using a cement mortar sealing device in which a gas packer to be expanded by a gas is inserted into the peripheral space at the lower end portion of an inner tube. CONSTITUTION:A packer support frame is attached to the tip of an inner tube 2 to be inserted into an outer tube 1, and a packer 6 is inserted between them. The inner tube 2 is inserted into the outer tube 1 and fixed after positioning its central axis, a support layer S is excavated to form a space P, and iron bars are inserted into the space. Air, etc., is supplied from a pressure fluid source 10 to expand the packer 6 for sealing the friction cut space G, and cement mortar is poured into the inner tube 2 to form an on-site pile for testing purpose.
