PURPOSE:To prevent the exudation of harmful substances into the ground by a method in which a cement mortar layer is formed on the side wall of a hole, a water-tight synthetic resin sheet is covered on the bottom and the lower part of the side wall of the hole, and a synthetic resin laminate layer and a paint film are laminated thereon. CONSTITUTION:A cement mortar layer 3 incorporated with lath 4 is formed on the side wall 2 of a hole 1 drilled under the ground, and the lower part surface of the cement mortar layer 3 and the bottom B of the hole 1 are covered with water-tight synthetic resin sheets 5 and 5'. An inorganic water-proof layer 6 is provided on the surface of the mortar layer 3, an adhesive layer 7 is formed over the sheet 5' and the inorganic water-proof layer 6, and a synthetic resin laminate 8 formed by laminating nonwoven fabrics 8' on both sides of a polyethylene sheet 8'' is bonded and fixed by the adhesive layer 7. An organic water-proof paint film 9 is then formed over the nonwoven fabrics 8', the adhesive layer 7, and the inorganic water-proof layer 6.
