The device has two vertical arms with attached horizontal rods sliding into sleeves in the lifting block which carries the drum, allowing variable width drums to be accommodated on conical pivots fitted at the end of the vertical arms. Adjustable guide rollers are positioned to run on the edge of the drum to facilitate paying out of cable. The lifting block is suspended from a hook and has the vertical arms fixed to it. The edge rollers are carried on pivoted arms adjustable to accommodate variable dia. drums by manually or electrically driven screws which raise or lower the pivot point of the arms and also a second link connected to the arms.
