PURPOSE:To prevent an engine from rotating at an excessively high rotational speed, by calculating a time-dependent variation in the position of a control rack under such a condition that the control amount of the control rack is insufficient when the speed of the engine reaches its rated rotational speed, and by determining that the engine is abnormal when the value of the variation is small. CONSTITUTION:An input means is composed of a rotational speed sensor 11 for detecting the rotational speed of an engine, an accelerator position sensor 12 and a rack position sensor 13 for detecting the position of a control rack for a fuel injection pump. Further, when a detected value from a rotational speed sensor 13 exceeds an engine rated rotational speed, an actual rack position detected by a rack position sensor 13 is compared with a desired rack position obtained from a memory means in accordance with a detected value from the pedal position sensor 12. When the deviation between both rack positions exceeds a predetermined value, an actual rack position after a predetermined time elapses is again compared with the above-mentioned actual rack position, and if the difference therebetween is below a regulated value the engine is determined as being abnormal, so that a control means 15 shuts off a fuel passage shut-off means 14.
