PURPOSE:To execute more suitably an inspection regarding the existence of damage, etc. of an element adapted to an actual field by applying a surge voltage induced by the electromagnetic induction caused by the current of an impulse current generator. CONSTITUTION:When a thunder impulse standard wave current is outputted from an impulse current generator 1; a thunder impulse current flows to an electric wire 5, a surge voltage is induced to a multicore electric wire 6 by the electromagnetic induction. This surge voltage is applied to external input/output signal terminals 3a-3n of a test low voltage controlling circuit 2 and control power source terminals 10a, 10b. In this case, the surge voltage applied to the test low voltage controlling circuit 2, etc. is approximate to a surge voltage generated at the time of an electric shock accident in the actual field. On the other hand, the magnitude of surge voltage can be varied by increasing or decreasing an impulse current. In such a way, the inspection regarding the existence of damage, etc. of an element adapted to the actual field is executed suitably.
