In order to be able to provide water suitable for humans and irrigation in sufficient quantity in under-developed countries, it is provided to discharge a condenser through a closed cooling circuit by conducting away the heat into the ground to regions at a distance beneath the ground surface and, at the same time, to cool houses, in particular greenhouses, by protecting them from intense light incidence by a shell made of a thermoplastic which contains an organic salt which absorbs up to about 90% of the IR rays and to conduct away the absorbed heat by an air circuit to a heat exchanger which evaporates low quality water, such as brackish water or seawater, the vapour being passed to the surfaces of the condenser to obtain the condensate. Since the plants in these areas generally only require 20,000 lux from solar irradiation and light irradiation for photosynthesis, by partial extinction of the light excess, irrigation water and drinking water are produced in sufficient quantity and with high economic efficiency.
