CONSTITUTION:When a present water level Ha' and a present discharge quantity Q' are inputted into a discharge step detecting device 6 at the time of starting the control from an arithmetic device 1, the detecting device 6 stores the value, and to stipulate the constant water level control curve which passes through the point of the value, a discharge step Sa is obtained by Sa=Q0'/K from the value, and the lowest level H0' is obtained by using the formula H0'=Ha'-Sa.DELTAh'' from the water level step DELTAh'' inputted from a console control unit 5, and inputted into a control calculating part 2. The calculating part 2 obtains a target discharge quantity and executes the constant water level by the input and a storage water level H3' at the time of starting the control and the step DELTAh'' each time the storage water level is changed to DELTAh'' in accordance with the constant water level control curve to pass through the water level H3' and the discharge quantity Q'.
