PURPOSE:To make sure quality inspection by a simple device by inspecting the quality of a base wire utilizing change of electric resistance due to mixing of impurities etc. CONSTITUTION:A bobbin 1 on which a base wire 2 is wound is set in the supply side, and the base wire 2 pulled out from the bobbin is fixed to a take-up roll 5 passing between guide rollers 3, 4 and electrodes 8, 7. At the same time, an integrating counter 11 to which a detection signal from a rotational frequency detector connected to it is cleared. Under this condition, the base wire comes into contact between electrodes 6, 7, and accordingly, a potential difference detection signal corresponding to the value of resistance of the base wire 2 between them is outputted from a potentiometer. When the rotational driving of the roll 5 is started under this state, execution of a processing program is started in the operation processing section 15 of an arithmetic unit 13.
