PURPOSE:To confirm the sealed condition of a damaged heat-transfer pipe which is permanently sealed by means of a blind plug, by applying a pressure to the permanent and removable blind plugs from the outside to the inside of a pipe plate by using pure water having the same quality as the water-steam of a steam generator has. In this case, a high-pressure side pressure gauge 12 does not indicate the pressure for compression test, if the sealed conditions by means of the blind plugs 23 and 24 are not perfect.
