PURPOSE:To well make characters extending in several rows into non- commutative fields, by resetting the shifted quantity of the read start position of a picture signal to an initial value, when the picture signal of one line, or all of the lines are white data. CONSTITUTION:An N-ary counter 34 counts a line synchronizing signal LSO, and when a count value arrives at an N, a carry 34a is outputted for one time, and an up/down counter 33, for example, counts up the carry 34a, and outputs the value as a readout start address 33a. A readout address counter 32 counts a video clock VCO, and generates a readout address, and supplies it to a buffer memory 21. A white detection circuit 41, for example, when the white data of 5 lines are inputted continuously, outputs a reset pulse, and the up/down counter 33 clears the count value in counting to zero. In this way, a processing to make the character on a second row into the non-commutative field is performed from the same position as that of the character on a first row.
