Indicators monitor changes in the condition of the vessel, and initiate counter-measures with the aid of control or activation signals. A counter-measure effecting component (8) is connected to a control connected to receiving and transmitting units. On board the vessel is an energy source which drives the counter-measure effecting component the control, together with the receiver and transmitter. The on-board receiver receives via connections an inquiry signal, the receipt of which causes the first situation monitoring to take place, and then the transmitter on board sends data converning the monitored situation. These data are transmitted either in coded or plain language form. Corresp. to the transmitter and receiver in the vessel are like units in a land-based installation.
