PURPOSE:To prevent the hit and run during parking and to enable rapid dealing with a traffic accident by receiving the information of an input section which obtains a shock signal and inclination signal in an announcement section, selecting the content and method of the announcement and making announcement and communication. CONSTITUTION:The input section 1 has a shock sensor 2, an inclinometer 3 and a logical and arithmetic circuit 4. The announcement section 5 has an announcement circuit 6 having an alarm function and speech function and a communication function 5'. The signals from the sensor 2 and the inclinometer 3 are processed by the circuit 4 and a control signal is transmitted to the announcement section 5. The alarm or speech message or communication of the circuit 6 is operated according to the content of the control signal in the announcement section 5. An announciator operation section 7 has the functions to variably adjust the operating point of a sensor 2, to operate to deny the content of the control signal for controlling the alarm function and speech function in the announcement section 5 and to vary the sound volume of the alarm and speech message in the announcement section 5. The communication function 5' communicates the set message to a preset place or make the communication through a land mobile radiotelephone.
