PURPOSE:To make it possible to release restraight of horizontal swivel by means of a handle only by making it possible to engage or disengage the engagement between a handle-side engagement stop piece and a machine-side engagement stop piece only at the time of vertical swivel of the handle exceeding normal upper or lower work position limit. CONSTITUTION:When an operator intends to swivel a handle 1 horizontally clockwise or counterclockwise, at first the handle 1 is made possible to swivel in vertical directions about a center of a lateral shaft 16 by disengaging a fixing pin 22 from a fixing hole 20 of a fixing plate 19 by means of a lever and via a wire 27. Then, when the handle is swivelled upward to a height beyond a normal work position, an end portion 29 of the fixing plate 19 is disengaged from a square hole 28 and the handle 1 becomes possible to swivel horizontally about a center of a vertical shaft 13. Further at a desired position to which the handle 1 is swivelled, if the handle 1 is swivelled downward so that another square hole 28 at that position engages with the end portion 29 and the fixing pin 22 is made to engage with the fixing hole 20 at a desired height, both vertical and horizontal swivels are restrained, finishing the horizontal swivel work of the handle 1. Thus, the horizontal swivel restraint mechanism can be simplified.
