PURPOSE:To improve the quality and yield by measuring a surface roughness of a rolled sheet in the outlet side of a rolling mill and controlling any one of a peripheral speed of a rolling roll, a flow rate and a concentration of rolling oil to maintain a sheet surface roughness within a target range when the measured roughness deviates from the target range. CONSTITUTION:A measured sheet surface roughness outputted from a noncontact roughness meter 2 and a previously set target roughness are inputted to a control amount computing element 3. The element 3 operates respective changing values of a rolling oil flow rate, rolling oil concentration, and roll peripheral speed and combinations of those changing values so that respective present values of a roll speed, oil flow rate, and oil concentration are made to be respective appropriate values to obtain the target surface roughness and outputs those operated values to a controller 4. The controller 4 performs any one of opening adjustment of a flow control valve, replenishment of the oil to increase an oil concentration or replenishment of water to reduce a concentration, and adjustment of the number of rotations of a mill motor so that a rolling oil flow rate, oil concentration, and roll peripheral speed equal to the changing values, respectively.
