PURPOSE:To prevent development of defect in a slab by dividing secondary cooling water system into plural sets to measure flow rate and judging nozzle clogging at each system based on the comparison between the setting value and the actual value of the flowing rate at each set. CONSTITUTION:The secondary cooling water system is divided into plural sets as 3a, 3b, 3c,... to divide width direction of the spray. Flow meters 4, 5 are respectively arranged at each set, to measure the actual water rate. Then, at the time of using F for the total water quantity and Q for the water quantity after dividing, the theoretical value of Q/F the flowing ratio becomes the number of nozzles 2a, 2b, 2c. The actual value of Q/F is found through the flow meters 4, 5 and compared with the theoretical value and the nozzle clogging at each set is judged based on the comparison between the theoretical value and the actual value. As the detection and countermeasure of nozzle clogging are rapidly executed, the development of the defect in inner part and surface of the slab is surely prevented.
