PURPOSE:To enable high-efficient radiation of infrared rays during sterilizing medical treatment by means of ultraviolet trays and medical treatment of a sickness, e.g. neuralgia, by providing a torch body to irradiate with arc light and an infrared ray emission body, located forward and backward movably to and from the irradiating port of the torch body. CONSTITUTION:A carbon electrode rod 20 is supported in a torch body 1 in a state to be separable away from a feed part 16 additionally functioned as a support member, and an infrared ray radiation plate 28 supported by a rotatable arm member 25 is situated to an irradiation port 24. A simple substance of an oxide series sintered ceramic 29 having a high spectral emissivity of infrared rays or a substance where a film of a transition element oxide composition is formed on the sintered substance or carbide, e.g. silicon carbide, or a carbon material may be used for the infrared radiation plate 28. An arm member 25 to support the infrared ray radiation plate 28 is formed with a member 25a having an oblong hole 27 for slide and a member 25b having a knob screw 26, and switching between irradiation with arc light and radiation of infrared rays can be made. Through high-efficient irradiation with only infrared rays, hot heat medical treatment is effectively effected together with sterilizing medical treatment by ultraviolet rays.
