Arrangement comprises a web with a vulcanised sealing layer which is based on EPDM or IIR (or mixtures thereof) and a layer of fibres. There is also a joining strip which has a vulcanised outer layer and an unvulcanised adhesive layer. The sealing layer has a polar filler which has flame retarding properties. More than 60% of this layer is polymeric and more than 30% of the adhesive layer is polymeric. The adhesive layer includes a wetting material to wet the material of the sealing layer.
