PURPOSE:To spread a caking material sufficiently without rolling a caking container and to obtain a caked body without spoiling volume reducing property by injecting paste obtained kneading a caking material and radioactive refuse powder into a caking container where granular lump-shaped refuse is charged. CONSTITUTION:A classification processor 1 classifies the radio-active refuse obtained by mixing powder and granular lump-shaped refuse into powder refuse and granular lump-shaped refuse and only the granular lump-shaped refuse is charged in the caking container 4. The classified powder refuse is measured by a specific amount and supplied to a kneading tank 3, and the refuse is kneaded with the caking material supplied from a caking material supply device 2 in a kneading tank 3. Those powder refuse and caking material are mixed uniformly into a paste shape and are injected to the granular lump-shaped refuse charged in the container 4 from above to form the caked body 5.
