PURPOSE:To absorb expansion yielded during icing and to prevent damage of a structure, by a method wherein an absorbing material, having thickness responding to the icing size of ice at a lowermost temperature, is located in a level about equal to that of ballast water in an ocean structure containing the ballast water therein. CONSTITUTION:In a closed structure, such as a column 1 of an ocean structure containing ballast water therein, an absorbing material 2, having thickness responding to an icing size (n) of ice at the lowermost temperature of an ice sea area where a structure is intended to be installed, is stretched around at the level, being about equal to that of ballast water W, of an inner wall 11 of the closed structure. The absorbing material 2 is of a sponge-like material having independent air bubbles and is deformable during shearing, and is formed by a material having non-susceptibility to water. The absorbing material 2 effectively absorbs horizontal and vertical expansion produced during icing of internal ballast water, and this prevents damage of a structure body.
